The scene starts in a cramped city council office. Janice Monroe sits at her desk in a tight-fitting business suit, going over paperwork until the phone rings and ruins her focus. She grabs it and jerks back when Bill starts shouting on the other end. She tries to calm him, breathing deep and straightening her blazer while he complains about losing a city contract to a cheaper bid. She promises the numbers checked out, but Bill claims no one else could beat his numbers. Janice warns him to book an appointment next time or stop wasting her time, then slams the phone down. The second the call ends, her shoulders sag, and she buries her face in her arms, crying.
Later the same day, the door swings open and Garrett walks in with that cocky smirk. He plants himself right on the corner of her desk, pushing her papers aside. Janice tells him she’s busy, but he says she always makes time for him. She gets up to shut the door, and when she turns around he’s sitting in her chair. She tells him to move. Instead, he pats his lap and invites her to sit. She turns away, disgusted, then demands to know what he wants now.
Garrett explains he’s not happy with their deal. He wants her to endorse him for city council. Janice says absolutely not—he’s got no experience and shady connections. Garrett reminds her how she already stole money and rigged two contracts for him. If she won’t help, he might let her husband—or the voters—find out what she’s been doing. Janice begs him to wait, but Garrett’s not patient. He reaches out and cups her big tits through her blouse. She steps back and reminds him she’s married. He shrugs and asks how her husband would feel about prison visits instead. She asks how he can be so cruel. He just smiles and says, “Because I can.” She forces him to promise he’ll lay off if she gives in. He nods—‘For now.’ They shake on it, and he closes in, already grinning like he’s won.
